In the USA viewers have been watching 23.976 frame per second video displayed at 59.94Hz all their lives which results in 3:2 pull down video playback judder, they do not notice video judder. They are conditioned to it.
However once you get outside the USA into the UK, Europe, Australia, N.Z and Asian territories that use 25fps and 50Hz and then try and watch 23.976fps video, it's a jerky, stuttering mess for video playback.
3:2 pull down judder is visually - pretty obvious to viewers in those countries as well. Viewers are simply not used to seeing judder because their broadcast TV of 25/50fps output at 50Hz had never shown any such video judder. It all Syncs up nicely.
Apple with their new Apple TV 4K acknowledge their device is sold into a Global marketplace so they have tvOS Frame Rate Matching to switch a TV to the source video's frame rate and produce nice smooth video playback. Major Apple TV 4K Apps like Netflix and Amazon Video (and more) use this functionality.
Most Android TV App developers simply ignore adding Frame Rate Matching because Android TV is very USA focused or ATV developers see little point in devoting extra resources to a relatively small, niche ATV market.
Once you see how smooth video playback can be with Frame Rate Matching working properly you will not want to go back to juddery video playback.
