1/ Drivers joining protests
If drivers join protests by marching and police decide it hinders traffic, the driver:
Will be fined 1000 GEL
Will be deprived of their right to drive for 1 year
2/ Unauthorized posters/stencils
Posting protest stencils, inscriptions, or posters "damaging" the city’s appearance:
Fine increased from 50 GEL to 1000 GEL
3/ Blocking roads
If roads are blocked during a rally and police claim there aren’t "enough people" to justify it:
Fines will increase from 500 GEL to 5000 GEL for each participant.
4/ Targeting organizers
If the most active rally participant is labeled an "organizer":
The fine increases from 5000 GEL to 15,000 GEL
Administrative imprisonment of up to 15 days may also apply instead of a fine.
5/ Building entrances
Blocking entrances to buildings during protests:
Fines apply
Administrative imprisonment of up to 15 days may be enforced.
6/ Pyrotechnics at rallies
Being at a rally with pyrotechnics (used or not):
Individual fine: 5000 GEL
If deemed "organized," the organizer faces a 15,000 GEL fine
Up to 15 days of administrative imprisonment instead of a fine
7/ Laser devices
Having devices with laser radiation or sharp radiation that might interfere with state agency work:
Results in a 2000 GEL fine
8/ Covering faces
Covering the face with masks or other means during rallies:
Will result in a 2000 GEL fine
9/ Parents fined for minors
If a minor disobeys police orders (Article 173) at a rally:
Parents will be fined 100-300 GEL for "not raising their child well"
10/ Preventive detention
"Preventive detention" has been added:
If police assume someone might commit another offense (based on past behavior), they can arrest the person preemptively.
11/ Arrests for court appearances
Police can arrest individuals solely to bring them to court, even if:
The individual does not refuse to appear
A case has not yet been filed in court
12/ Searches and confiscation
On the same grounds, police are now allowed to:
Conduct personal searches
Search personal belongings
Confiscate items and documents.
