Kreml kuulemma ilmottanu YK:llä julistavansa sotatilalain/hätilan
MOSCOW, August 8. /TASS/. Russian President Vladimir Putin submits draft amendments to the State Duma to the legislation regarding the procedure for notifying the UN and the Council of Europe in case of introduction or termination of martial law or state of emergency in Russia. The official portal of legal information published an order of the head of state, according to which the official representative of the President when the Parliament of the Russian Federation considers these amendments will be Deputy Foreign Minister of the Russian Federation Alexander Grushko. Article 22 of the Law "On Martial Law" and Article 37 of the Law "On State of Emergency" are expected to be amended. The content of the amendments has not yet been published, but it may be related to the withdrawal of the Russian Federation from the Council of Europe. Article 22 of the Law "On Martial Law" currently states that in case of the introduction of martial law on the territory of Russia or in its individual areas, the President of the Russian Federation takes measures to notify the UN Secretary-General and inform the Secretary General of the Council of Europe of the Russian Federation's derogation from its obligations under international treaties related to the restriction of the rights and freedoms of citizens. A similar algorithm, except for details, applies when a state of emergency is introduced (Article 37 of the Law "On Emergency"). The UN and the Council of Europe are also informed in the event of a cessation of a martial law or state of emergency, respectively. Russia has been a member of the Council of Europe since 1996 and left it in March 2022. As explained in the Ministry of Foreign Affairs of the Russian Federation, "NATO and EU states, abusing their majority in the Council of Europe, consistently turn this organization into an instrument of anti-Russian policy, abandoning equal dialogue and all the principles on which this pan-European structure was created." Martial law is currently in force in four regions of Russia - Donetsk and Lugansk People's Republics, Zaporozhye and Kherson regions.
